Does it work if you switch to software rendering in FF7config?  (You'll want to remove the high-res patch to try this.)

You cant use the Highres patch when your screen isnt able to display the resolution of 1280x960 (or1280x1024).
If you really wanna try highres download cetra from ficedula and install the window patch. Then you'll be able to run FF7 in high resolution but you wont see some parts of the game screen then.

Here's what I did to get it running on my laptop (Core 2 Duo, GeForce Go 7900gs) with Vista Home Premium 32-bit:

1) Installed FF7
2) Installed 1.02
3) Installed video codec (trumotion one. Maybe try compatibility mode on the installer?)
4) Disabled ffdshow for it
5) Set Win98 compatibility mode for ALL EXECUTABLES in the ff7 folder

Then it just worked. The only config change I made was, IIRC, changing from 320x240 to 640x480. I didn't touch the other stuff, it was already set up and working for hardware mode on the GeForce Go 7900gs. I've also tried the highres patch, which worked nicely (but then again, my screen is 1920x1200, so I can support 1280x960 without difficulty)

yuh i have vista too and my ff7 just wont load up at all. it used to but today its just decided not to run :(

black screen (loading up) but then "ff7.exe has stopped working"

this has happened with clean install & the break hp&damage limit patch.

any ideas?

ive uninstalled and reinstalled so many times

one time it loaded up the new game/continue screen but when i selected new game it crashed :/

so i was maybe thinking fmv problem?

but if it was the eidos logo wouldnt of shown up (which it did)

but now...i dont know. nothing happens ;_;

intel mobile graphics card (915GMS), 60gb hard drive, 1GB RAM, Vista Ultimate 32bit.

i was going to start a new topic but i saw this recent one so...yeah :D

EDIT

Not sure if it's the same problem, but I did have to fix my settings to play it.

1: I had to install "k-lite" codec pack and go into ffdshow and uncheck "trumotion handling"

2: I had a nvida graphics card so I had to get the 1.02 patch just to get it past the "New game" screen

3: I also remember having to run ff7 for windows 95 (at least I think it was 95, it could have been 2000)

My solution to this problem may not work for you, but any help is better than no help in my opinion.
