There were pairs on the tree. I'm guessing only two. If the wind blows one down, then there is one on the tree, and one on the ground. In which case, neither the tree nor the ground has pears.

Covarr got is specifically. There were only two pears. So when one fell there weren't pears "plural" anywhere. There was one on the ground and one in the tree.
