Did you set your locale settings to US English while using LGP tools? That should fix any errors you may have with missing files. (You might want to tell us _why_ its not working)

I doubt you'll have any luck getting someone to mail their char.lgp to you, not only is it illegal, but most email providers don't allow big attachments.

The NPC patch itself contains no copyrighted material from the original game, a patched char.lgp does.

Ehm not so sure about that. To compile that he must use a square type code, then inside that lgp only a little part of the file is being modificated not created so watch out. This models even modeled are always squaresoft models. because the copyright of the model covers all possible conversion that uses that name.
So if we give NPC patch to people with char.lgp it can be sent to people without problem. So if we release NPC things we can release KH2 patch model too. because youre using square things too ^^. If not we cant allow NPC patch to exist and icecold must delete it. So feel free to send the file.
I cant sent it myself because i dont have my laptop right now :| power supplie problems... -_-

The file are modified not created. If the copyright in NPC isnt marked first SQUARESOFT and then whatever you want, is illegal!! Because you didnt ask for permission to modified a Square type file. First!
Second! Not all model are created from 0. More then 50% of the models or even more are original and many others are just a little altered, so it means that char.lgp is full of Square parts! Even a single character as the copyright, keep in mind this! (I am italian and i havent problems, we cant sell this, but you americans cant put that on the internet at all)
Third! If you create your own animation, with your own model (it means no Sephiroth, no Cloud, no Square type civilians, ecc.) well, that is ok because is your work.

The meaning of all this, is just to say, that you can distribute all char.lgp, world_us.lgp on the internet without problems, same for Kingdom hearts type model or your own creation, just put Squaresoft on the project and is done. Because if Square did nothing, is because for them is allright because your putting the attention to them publicizing their name ;) Youre doing them a favor.
So enough to read legal thing there legal thing hear. Is just an excuse, nothing more. If you were doing something illegal this site, was closed before you could say "damn!" And trust me, i know better then you think what i'm sayng.
And leave the "Yaz0r" thing out of the way, that was a different thing.
This isn't a criticism, so dont misunderstand, is just an explanation of the reality. Anyway you can do what you want.

If you want to get technical about it, it does. The fact that it contains the battle models for the main characters, buster sword files, etc. means it does. Technically, if Square wanted to they could shut down any project on this site. They could take anyone to court. They might not win, sure, but they've got the pockets to drive the defendant into the ground in legal fees before they lose. So the legal mumbo jumbo is pointless to think about. That includes models made entirely from scratch on grounds of IP theft. Again, that's perfectly legal, but they could still take you to court and force you to cough up some money before they lost.
The grace is that Square likely isn't going to care unless something is a blatant illegal usage. If you bundled half a soundtrack or something, yeah they'd probably flip. Then again, they've issued C&Ds for far less. The KH model scare that still goes on is a joke, IMO. Rom hacking thrives despite being more invasive than anything that happens here. My guess is because everyone just does it anyways, and the companies eventually realize it's not doing the slightest bit of damage to them/they really can't stop an unorganized hobby. Technically, the fact that people stumble into this website from google probably sells a few copies of FF7. Not to mention renews interest in an old game and sets them up for big sales if/when they remake it. Hell it's actually the reason I bought the game for the PC.
The smart move would be to publicly denounce/ask for removal of the projects but never enforce it. That way, more projects can thrive without fear of C&D, yet Square doesn't suffer their own problems from licensing issues because at least they "tried". In turn, interest is kept in FF7 and they can continue to churn out more crap for profit.
Just my thoughts, not that I expect them to make a difference to anyone else's opinion.

Well, I think I, too, may be having the same problem as the thread starter. I extracted the char.lgp files to the folder "char" (that I made and put in the folder "field"), and ran the .exe file "NPC RP v0.6". I made sure its destination was C:\Program Files\Squaresoft, Inc\Final Fantasy VII\data\field\char\, but it says "The destination directory doesn't contain any files to update." Could anybody here please help me? Any help would be appreciated.
