This patch is a difficulty modification for the PS2 International NTSC-J version of Final Fantasy X.

Strength, Magic, and Evasion nodes on the Expert Sphere Grid have been re-balanced. The Standard Sphere Grid has not been altered. Stat boosting sphere drops have been removed from arena monsters. Enemy HP, Strength, Magic, and Agility have been increased. Some enemies have higher Luck, Accuracy, and Evasion. Enemies have higher status resistances. Bosses have more status immunities. Damage needed for overkills has been increased.

Personal opinion but it's a waste of effort to mod the clearly inferior version of FF10
I'd rather play the int. version than this.

I am so loving the International Version of Final Fantasy X. Tidus' Japanese voice is a breath of fresh air compared to the English voice. When the character grabbed a megaphone at Spira, I could not help but laugh at how loud and distorted the audio sounded. I can not wait to get the Save Editor to work. I am kinda lazy and stupid when it comes to figuring out mcboot and ulanche and AR-Max. I would gladly pay somebody to do it for me. Love the sphere grid, love the graphics (though I hate how certain graphics have low quality textures - how does one replace textures for an emulation on a personal computer?) Yup, I agree with @Tenko Kuugen.

so here is the english version (non-international) punishment mod... for those that can stand the english voices...

Unfortunately, FFX International has English voices only. There is however a hacked iso on the Internet to play it in Japanese with English subtitles, I won't link to it for obvious reasons. There is to my knowledge no easy way to play Punishment with japanese voices.
