FF7 slight jerkiness in framerate

 Hey everyone, I'm new to this site but I am a longtime FF7 fan! I bought the original on PS1 at launch and still have that very same copy in mint condition, I've beat the game dozens of times.

Anyway, I'm fairly new to the modded PC version. I recently installed the Tifa's mod pack with the whole nine yards, and I must say the game looks beautiful! It works great so far and I'm currently close to 10 hours in and am at the Chocobo ranch. It's been a nearly 100% perfect experience so far, except that I've noticed that there's some jerkiness in all parts that run at 30fps. For example when I'm running around in towns, or on the world map. It runs perfectly smooth in the menus at 60fps, and even in the battles at 15fps. The motorbike mini game in Midgar was super smooth at 60fps! I only really notice it when the screen scrolls sideways like when walking in a town for example, it just has a slight jerkiness to it, but the framerate in the counter never goes below 30fps. The same thing in the world map, if I rotate the camera in a circle I notice some slight jerkiness and again the framerate counter stays stable at 30fps.

I'm wondering if there's a setting I need to change in the opengl.cfg? Or maybe the game is just programmed this way and does that to everyone regardless of specs and settings? I'm sure that my computer is fully capable of handling the game and then some. My specs are:
i5 760 quad core 2.8ghz
Radeon HD5770 1GB GDDR5 RAM
8GB DDR3 RAM
Running the game at 1280 by 720p because my TV is a 32" 720P.

So any help would be greatly appreciated, and sorry if this is a common question that has already been answered. I tried to find answers in the previous topics but I might have overlooked some because I don't fully understand the site yet.

I've mentioned this numerous times.  It's a bug in the game.  Aali wasn't too concerned about it though :(.  Dziugo, who is now awol, was making a total replacement for the internal frame rate calculations, which may have fixed it. 

I will have another look at the scroll issue (which may be a different type of bug to framerate calculation), cause it drives me mad.

Try the game in window mode. If it works you should search for a fake fullscreen tool.  Keep in mind that the resolution for this program should'nt be set to the native res of your monitor. Look on aali's driver thread I have posted something about it and a link for this tool is also there.

I tried it in window mode, and although it helped when on the world map, it actually slowed down the game dramatically when in towns.

I've already explained this is a bug in the game. You cannot fix it.  :)  It happens to everyone, until someone corrects the bug in ff7.exe.
