FF7 Gold Saucer mod

Does the gold saucer mod thats apart of 7th heaven change it so that the GP guy by the ropeway save point no longer shows up? I ask because I have yet to see him and I have been trying for a good hour+ of back and forth so I can purchase some GP from him.

How far into the game are you? He only appears after you get the highwind.
