controller issue

so when running 7th heaven 2.0 as soon as i load in to game i get a weird issue where it has the same effect as if my controller  buttons were stuck. it goes straight in to the menu, and cyces through the options, scrolling and hitting the menu button over and over

which controller? and which version of ff7? (steam?)
