Hi, im new to this forum and was wondering if their was anybody out there who uses CAD programs and if so if they could problay help me construct my own 3D designs

Depends on what type of 3d designs you wish to make. I've used AutoCAD for a number of years. Any version from AutoCAD 2000 and up should be sufficient for drafting and even some 3d or isometric drafting. If you're referring to 3d modeling, I would start with
Blender
because you can get your feet wet into modeling and if it's not for you, it's a free program so no worries.
