Is there any way I can accomplish this with programs? I'd like to be able to frame skip on the PC versions like you can on the emulated ePSXe versions to speed up gameplay.

YAMP version of Gypt has a side effect you might find interesting. If you press the movie-skipping combination when there is no FMV being played, it speeds up the game. Basically the field frame-limiter is disabled then (FMV is supposed to control the speed, but there is no FMV).
